Definition
The Open Enrollment Period (OEP) is the designated annual window during which anyone can enroll in a new health insurance plan, renew existing coverage, or switch to a different plan — without needing a qualifying life event. For ACA marketplace plans, the federal OEP runs November 1 through January 15, with coverage starting January 1 for enrollments completed by December 15 and February 1 for those completed by January 15. Some state-based marketplaces set longer windows; for example, California and New Jersey extend enrollment into late January. For employer-sponsored insurance, OEP is typically set by the employer and lasts two to four weeks, often in the fall. Medicare has its own distinct annual enrollment periods: the Annual Enrollment Period runs October 15 through December 7 for Part D and Medicare Advantage changes, and the Medicare Advantage Open Enrollment Period runs January 1 through March 31. Missing your applicable OEP means you generally cannot get or change coverage until the following year unless a qualifying life event creates a Special Enrollment Period.
