Definition
Catastrophic health plans are ACA-compliant marketplace plans available exclusively to individuals under age 30 or those who qualify for a hardship exemption (such as homelessness, bankruptcy, or domestic violence). They carry the lowest monthly premiums of any ACA plan category but feature deductibles equal to the annual out-of-pocket maximum — $9,450 for an individual in 2026 — meaning you pay nearly all medical costs yourself until that threshold is reached. Catastrophic plans do cover three primary care visits per year and all ACA-mandated preventive services at no cost before the deductible. Because of their structure, they do not qualify for Premium Tax Credits or Cost-Sharing Reductions, making them unsuitable for many lower-income individuals who could receive substantial subsidies on a Silver plan. These plans make financial sense primarily for young, healthy adults who can afford the deductible if something goes wrong, want the No Surprises Act and preventive care protections, and simply need a safety net against catastrophic costs.
